President's Message : John W. Nowicki: May 2004

On May 3, 2004, the BCBA will celebrate Law Day with the Maryland State Bar Association theme this year being Brown vs. The Board of Education. That decision of fifty years ago, striking down the separate but equal legal doctrine, began the end of segregation in public schools.

This year the BCBA will again have its Law Day Breakfast at 7:30 a.m. at the Holiday Inn Select and Law Day Ceremonies at 12 p.m. at the County Courts Building Plaza. Please plan to attend.

Rapidly approaching is our BCBA Stated Meeting, which will be held June 24, 2004 at 4:30 p.m. in Historic Courtroom 5. Election of BCBA officers and members of the Executive Council will be held at that time, and John B. Gontrum will be sworn in as President.

Also to be considered and voted on at our Stated Meeting will be BCBA Constitution and Bylaw Amendments. The Executive Council recently reviewed our Constitution and Bylaws in order to determine what, if any, changes should be made for the benefit of our members. Most changes merely reflect how the BCBA currently operates. One new amendment allows law students to become BCBA members with limitations as to attendance at traditional attorney-only functions, such as the Annual Banquet, and non-voting privileges.

Enclosed herein are copies of the two proposed BCBA Constitution and Bylaw Amendments for your review.

Hope to see you all at the Stated Meeting on June 24th.
